A brush cleaner is used to clean brushes or roller covers. With water-based paints or varnishes, all you need to do is insert the brush handle into the pliers or pliers, or slide the roller cover onto the outside of the pliers. Then, running the brush or roller cover under the water in the sink (or garden hose and trash can), you spin it.
